Project Malthus has one main goal- to rebalance the mechanics of fallout 4 to reflect real-world economics, rather than arbitrary game mechanics. Now, in the game, there are five major systems that form its core- settlements, crafting, combat, loot, and quests. Malthus adds a sixth- trade. The mechanics section explains in detail the changes to each of these four mechanics, as well as the new trade mechanic. This overview will give a brief summary of these changes, as well as the reasoning behind them.
The reason these mechanics are being changed is to fit the world of Project Malthus. In the base game, at around level 50, your character essentially is a demigod. They have insane amounts of health, the most powerful weapons in the world, are the leader of at least one powerful faction, and have more wealth and power than they know what to do with. Now, this is not necessarily bad. Godlike power is a hallmark of video games, and such power is often the end goal of the main character in many games. But for me, it does not fit with the world of fallout.
Fallout 4 Vanilla Weapon Overhaul
You are, at your core, still just a human in a world where your species is no longer the apex predator. In a wasteland full of immortal mutants, genetically engineered monstrosities, and synthetic humans, your character is a lightweight at best, and an afternoon snack at worst. In the beginning of the game (especially on survival mode) this is very apparent. Hiding from super mutants, setting traps for packs of ghouls, carefully clearing out a camp full of raiders with nothing but a pipe pistol, a tire iron, and your wits- these are, to be, quintessential fallout experiences. Steamrolling everything in your path is fun and all, but to me, it is the challenge of those first few levels that keeps bringing me back to games like this.

And so, this brings me to the meat of what Project Malthus is all about. Not just fancy new factions, morally grey characters, extensive storylines and pseudo-professional voice acting. It is about bringing that ‘first few levels’ feeling to the entire game. It’s about keeping the thrill that you felt when you found your first set of combat armor, or the terror upon seeing a pack of heavily armed super mutants marching down the road. It’s about shaping the game’s world to fit my vision, a vision where the commonwealth sun shines upon a dark, difficult, and intensely rewarding world, where resources are scarce, death is common, and no one can be trusted. Have fun!
